The University sector has made great strides forward in terms of aggregating spend and focusing on value for money.  The challenge for the sector is to ensure that local University requirements are captured and reflected in the framework contracts and consortia that have been developed.  This provides the basis of the classic tension between local demand, price and service versus the bigger consortia picture and justifying value for money.
